The procurement team issues a signed delegation with a spend ceiling, approved vendors, categories and validity. Before confirming an order, the agent verifies it stays within scope at runtime — ordering autonomously inside it and stopping outside it. Without disclosing supplier data or budgets, the fact "ordered within an authorized delegation" can be independently verified.
