AI agents in financial operations: the case for the judgment-trail layer
On April 24, 2026, Japan's FSA convened an emergency session in response to Anthropic's Mythos attack model and the US Treasury / Federal Reserve briefings the prior week. The trigger: Anthropic's "Mythos" attack model — purpose-capable of targeting financial institutions — which had prompted the US Treasury and Federal Reserve to summon major bank CEOs the prior week, and Anthropic itself to launch Project Glasswing, restricting Mythos access to vetted US/EU financial institutions. Japan moved on April 24.
In parallel, financial-institution AI operations are reaching production. Anthropic's ten financial-services agent templates — pitchbook generation, KYC screening, credit memo drafting, earnings review, month-end close — run on Claude Cowork / Claude Code / Claude Managed Agents, embedded in Microsoft 365, composed with Moody's and other data providers. Both attack and defense sides are acquiring agentic "decide and act" capability at the same speed.
What remains is the layer that lets someone, six or twelve months later in an examination or a courtroom, reproduce "which data that judgment referenced, which rules it applied, which model generation made the call" — the judgment-trail layer. Through April and May 2026, a structural picture is forming: attackers acquire AI agent capability, defenders deploy it operationally, regulators rush to define accountability — all in the same quarter. The technical side and the regulatory side both moved. A short tour of each.
▸ Technical side — what defenders are deploying
In May 2026, Anthropic released ten financial-services agent templates as reference architectures running inside Claude Cowork, Claude Code, and Claude Managed Agents. Claude is embedded directly into Microsoft 365 (Excel, PowerPoint, Word), and the templates compose with financial data from providers including Moody's.
The roles of each player in this stack:
- Anthropic — operational AI runtime (Claude Cowork / Claude Code / Managed Agents) and the ten financial-services agent templates
- Microsoft — embedded interface through the 365 suite (Excel, PowerPoint, Word)

How to institutionalize accountability for AI-driven decisions is on the table simultaneously in the US, Europe, and Japan.
- United States — triggered by Anthropic's "Mythos" frontier attack model, the Treasury and Federal Reserve summoned major bank CEOs. Anthropic itself launched Project Glasswing, restricting Mythos access to vetted US/EU financial institutions.
- Europe — included in Glasswing's vetted perimeter. The EU AI Act, in parallel, makes explainability a requirement for AI-driven decisions.
- Japan — on April 24, the FSA Minister convened the BoJ Governor, the three megabanks, JBA, and JPX in emergency session. A Japan-side Glasswing equivalent is under discussion.
In parallel, DeFi has seen several cross-chain bridge exploits. The Kelp DAO / rsETH incident saw approximately $292M move under a 1-of-1 DVN configuration in under 46 minutes. The transactions used in the exploits were cryptographically valid in every meaningful way. The receiving side had no canonical way to verify origin and committed anyway — that is the primary cause of the loss.
Signatures pass. Whether the underlying decision was actually legitimate is a separate question.
Operational AI, regulatory motion, DeFi infrastructure — these are independent contexts on the surface. They share a structural question: the moment of commit itself, where the receiving side could independently verify "is this state transition actually legitimate" before acting, is still thinly served. ▸ Lemma's pre-execution attestation layer
Lemma provides an infrastructure that, when AI renders an operational judgment and when state transitions across systems, records the lineage of the judgment or transition in a tamper-evident form and lets the receiving side verify it independently before commit. Technically, it composes Poseidon over BN254 in-circuit commitments, BBS+ over BLS12-381 issuance-side selective disclosure, Groth16 ZK proofs, and on-chain anchoring. Specification highlights:
- Judgment-logic lineage: input data, applied rules, and model generation, recorded in a tamper-evident form
- Pre-commit verification: the receiving system (a contract, a workflow stage, or a human approver) verifies the state transition independently before committing
- Selective disclosure: discloses only what is needed — "KYC passed", "above threshold" — as ZK proofs, without exposing the raw data
- Reproducibility: judgment logic remains reproducible against six- and twelve-month-later audits
Relative to existing tooling: where EDR / SIEM is the "block / observe" layer and forensics / SOC is the "trace after the fact" layer, this is the "verify before commit" layer. The roles are distinct, so it does not compete with the existing stack; resilience for financial AI operations holds only when both are in place.

- AI-agent KYC screening: the judgment's input data, applied rules, and output are recorded in a form that withstands regulatory examination. Raw data never reaches the AI — only "above threshold" / "meets conditions" attributes flow, as ZK proofs. PII never has to be exposed to the model.
- Credit memo and underwriting: the data and judgment logic the agent referenced are preserved as lineage, reproducible against later examinations and litigation
- Cross-system settlement: on top of agent-payment protocols like x402, "who, on whose authority, against which data, paid what" is provable without exposing the underlying data
- Oracle → smart contract: the issuer, conditions, and timestamp of price feeds or attribute data are independently verified by the receiving contract before commit
